Look a Little Deeper
If you just look at the surface of a character you oftentimes miss some of the most important aspects they have to offer. If you look deeper you'll find the true person.

She can act very spoiled and rotten at times but she can also show a very kind side like Usagi. When Nehellenia reappeared and stole Mamoru away [in sailor stars] the two girls really showed they cared. Just like Rei and Usagi they fight a lot, but deep down they are really very close, the unspoken friendship. You can even see that Chibi Usa looks up to Usagi. She has two very big dreams that she expresses. Her first is to become an adult and her second is to become friends with everyone [like mother, like daughter, huh?].

The Ups and Downs
Every person has their good points and their bad points. That goes for animated characters as well so I have make a little list to go over some of these points.

Character Pros: She manages to get good grades. She is always willing to help others. She can be very mature for her age.

Character Cons: She argues with Usagi a lot. She can be very sneaky & spoiled at times.
