Look a Little Deeper
If you just look at the surface of a character you oftentimes miss some of the most important aspects they have to offer. If you look deeper you'll find the true person.

To describe her personality, I will do it in two parts. The first being when she appeared in SMS and the second when she appeared in Sailor Stars. I think this is the only proper and fair way to describe her since much changes in between the two "seasons".

SMS. Hotaru showed her kind nature the very moment she caught Chibi Usa's hat in the park. Even though she was weak and shouldn't have been over-exerting herself with running she did. She helped a stranger. Suffereing from constant blackouts from her "seizures" she could not even recall the harm she would do to her classmates and others around her. A girl so kind being twisted by an infecting parasite. Little did she realize she would be used as the Messiah of Silence, the one who would serve Pharaoh 90. She showed much affection toward her father and seems to have a good relationship with him. Hotaru's dream is to become a nurse. A great many things could have influences on this decision. One being that her father is a professor/scientist. Another is her strange healing ablility and yet another could stem from her sickness since she was young. [note: her sickness was from being possessed by the entity known as Mistress9]

SAILOR STARS. After her 'rebirth' as a baby she grew rapidly (but still not reaching her former age). She learned at an alarming rate and showed visions of a dark future for their prince and princess. Still, she is energetic and happy most of the time, like normal children. Once awakened as Saturn once more she remembered her friendship with Chibi Usa. She shows her trust in her princess whole-heartedly.

The Ups and Downs
Every person has their good points and their bad points. That goes for animated characters as well so I have make a little list to go over some of these points.

Character Pros: She has a powerful healing ability. She cares for other people.

Character Cons: A lot of people were afraid of her (when she was possessed). Her father was an evil scientist.
