Bureau of Bad Behavior
The Bureau was trying to collect the three Crystal Treasures in order to form the Purity Chalice so that they may awaken their Sovereign of Silence to cause the Eternal Silence.

	Pharaoh 90 This was the entity that would bring about the Eternal Silence to Earth. When Mistress 9 claimed the Purity Chalice, she was able to guide her master to the planet. He was destroyed by Sailor Saturn.
	Mistress 9 She was the Sovereign of Silence awoken by the Bureau of Bad Behavior. Mistress9 was an organism living inside of Dr. Tomoe's daughter, Hotaru. It eventually took over the girl's body and transformed her into this woman. She was destroyed by Hotaru and the Spirit of Sailor Saturn within her.
	Doctor Tomoe Dr. Tomoe was the leader of the Bureau and he would give his followers Daimon Pods that would become Heart Snatchers/Stealers. They would do his dirty work for him. It turned out that Tomoe also had an organism inside of him. This being controlled his body, but released him when it fought against Uranus and Neptune.
	Cyprine Cyprine was the fifth witch of the Witches 5. She fought with a twin of herself, Peirol. "One is two, two is one" they claimed as they fought together against the Sailor Scouts. It wasn't until their unity was broken that they were defeated.
	Peirol She is the shadow twin of Cyprine who is known as the fifth witch of the Witches 5. "One is two, two is one" they claimed as they fought together against the Sailor Scouts. It wasn't until their unity was broken that they were defeated.
	Biruet She posed as a student at the Mugen School where she could collect many Pure Hearts for their Sovereign of Silence. A witch who fought with her cold science against Sailor Mercury and the other scouts. She used her Nanobots, but they were damaged and caused her ultimate demise.
	Telulu She was the one responsible for Mimet's death as she was ticked off by bring tricked by her fellow witch. This member of the Witches 5 used her plants to collect many Pure Hearts for their Sovereign of Silence. In the end, she was destroyed by one of her own "happy bloom" plants (the one she injected with a special formula).
	Mimet This member of the Witches 5 was pretty victious about keeping her place in the Bureau secure. She was the one who would torture Eudial, starting with the tack in her slipper, the snails in her locker, and the snails in her van which caused her demise. Mimet would develop crushes on all her handsome victims, and would use the attack "Charm Buster" on her enemies. In the end, she was killed by Telulu for stealing one of her jobs. Telulu pulled the plug on her while she was IN the Electric Warp Machine.
	Eudial This member of the Witches 5 was apparently a fan of inventions. She had her Fire Buster Gun as well as the Electric Warp Machine (used by Mimet). She drove around recklessly in her van chasing after her victims and would extract the Pure Hearts with the use of her gun. Upon her defeat from the Sailor Scouts, she fled, but soon discovered that Mimet had planted snails in her van, and had removed her breaks. Already going way too fast, she accidentally drove off the cliff to her demise.
	Kaoli Knight ~ Kaoli The first of the Bureau to fight for the evil Dr. Tomoe. She was very loyal to him and fought fiercely for him and his cause. She was defeated by her own weapon at the Tokyo Tower, but later appeared at the Tomoe mansion as a secretary to the doctor named Kaoli. When her jealousy of the Witches 5 came to a boiling point she reverted back to Kaoli Knight. She was killed off by Mistress 9 (when Mistress 9 awoke) since her usefulness had run out. She was not mourned by the doctor she loved.
