Queen Serenity was the ruler of the Silver Millennium of the past. Sailor Moon and her guardians met with the queen when they traveled to the Moon. Among the ruins of the old kingdom, the Holy Blade was embedded in the ground. Once removed, a tiny figure of the queen appeared to them. Since her body was already destroyed, she left behind her will in the Moon Castle's sub-computer. She revealed that in the past, her people would removed negative elements on Earth, and guide Earth in a positive direction. Their mission was to observe and aide the evolution there. However, one year the evil power came from the sun and began manipulating the people of Earth. Only the prince of the Earth Kingdom, Prince Endymion, resisted until the end. After the fall of the prince and Princess Serenity, Queen Serenity sealed away the evil, though with great difficulty. All of the Moon Castle was turned to stone and broken apart. Then the Kingdom of Earth was destroyed as well, and Earth followed evolution from the beginning once more. With the shock of losing her only daughter back then, she created the seal with a weak spirit of sorrow and delusion. Because of that, she did not use the full power of the Phantom Silver Crystal, and the seal became defective. In the present day the evil is loose on Earth and Queen Serenity, no longer with a body or the Silver Crystal, cannot longer seal it away.

This is the only form we ever see her in throughout the series. The only difference between her appearance is when she is in flashbacks she does not have the transparent wings. When she appears as a spirit the clear wings are on the back of her dress.
