Never aging as she lives inbetween time, she has served the royal family of the Silver Millennium as the guard of the Door of Space-Time. She carries the blood of the god of time, Chronos. There are three rules given by Queen Serenity that Sailor Pluto must obey. The first was that she may not cross time. The second was that she could never leave the door that she was to protect. And the third was she must not stop time. Her and the Garnet Rod she carries are endowed with the power to move time, but no matter what happens she must never violate that law or she will give up her life.

The sailor soldiers first meet her when they travel through time with Chibi Usa. She prepares to kill Sailor Moon for her violation of moving through time, but Chibi Usa stops her and apologizes for breaking her promise to not take others with her. King Endymion later explains that Sailor Pluto's situation and mission are different from the guardian soldiers of the princess. Since ages ago, the Door of Space-Time has been off limits and Sailor Pluto was the one to enforce that. He also says that Pluto has lived longer than anyone and she has lived through every era, so she has extremely wise judgement. However, when Chibi Usa transformed into Black Lady and invaded the Crystal Palace, Pluto left the Door of Space-Time, leaving Diana to guard the door, and entered the palace. When Prince Demand claimed the past and future Phantom Silver Crystals and was going to touch them together (and in effect destroying the world) Pluto broke the final law and stopped time. As she lay dying, Pluto told Sailor Moon that she wanted to help her and fight with her, the future Neo Queen Serenity. She told her that Sailor Moon was what she longed for. She also told Diana to guard the gates for her and told the king not to look so sad as she carried out her mission with honor. Then she died.

Setsuna makes her first appearance in act twenty-seven as a science freshman, studying basic physics, with a major in theoretical physics, at KO University. When her energy is being drained by a Tellun plant, she realizes that she has to awaken and the mark of Pluto appears on her forehead. Haruka and Michiru sense her pain and her awakening, then both their marks appear and they materialize in the room with her. The Outer Planet Soldiers appear in the nick of time to save the other soldiers. Pluto reveals that she is not the same Pluto as before. She borrowed the power of Neo Queen Serenity and was reincarnated for her important mission, to defend the Silver Millennium from deep space invaders.
