Hotaru was befriended by Chibi Usa during a fight with a daimon at the Infinite Academy. When Chibi Usa was injured, the girl revealed a healing ability by fixing her wound. Chibi Usa later discovered Hotaru's secret; she was a cyborg. As it turned out, Hotaru was seriously ill from an accident when she was eight and after awakening from a coma, her body was repared her father, Professor Tomoe. He applied his life's work, the infusion of man and machine, to his daughter. He also placed an egg in Hotaru's body when she was injured. Her small body eventually was worn out. When Hotaru stole Chibi Usa's Phantom Silver Crystal she also stole her soul, thus becoming Mistress 9, a creature from the Tau Galaxy. With the power of the Phantom Silver Crystal, Mistress 9 planned to abandon Hotaru's body since she no longer needed it. Hotaru's spirit left her body to return Chibi Usa's soul and in that time, Mistress 9 ripped out of Hotaru's body. When Saturn awakens, the creature is destroyed.

Sailor Saturn is a guide to death and appears at the moment of destruction. When the three soldiers of the outer solar system bring the talismans together, that is the time of Saturn's awakening as they will invoke the key that will call her. They do not wish them to be brought together for that will be the ruin of the world. Pluto revealed that Saturn's soul was reincarnated and that the wheels of fate had gone wrong for it was not her time to awaken. Sailor Saturn drained the power of Pharaoh 90. She then brought down her Silence Glaive and brought ruin, but she told Sailor Moon that it was her job to bring about rebirth. After this, she led Pharaoh 90 back through the Door of Space-Time to its own Galaxy. Pluto used her power to seal the door, but as it turned out, Hotaru was reincarnated as a baby.

After this, Haruka, Michiru, and Setsuna took Hotaru and raised her together. It was when the Dead Moon Circus appeared that Hotaru began to age rapidly. The time for her reawakening was drawing closer. Finally, the spirit of Saturn came to her and she was 'reborn' as a Sailor Soldier. It was she who gave the soldiers of the outer planets the power to transform again.

Hotaru is a sixth grade student at the Infinite Academy and daughter to Tomoe, Souichi.

When the time came, the possessed Hotaru's body was transformed into an adult form and called herself Mistress 9 who was Pharaoh 90's partner in Tau Galaxy.

She is the holder of the Silence Glaive and bringer of ruin. A feared soldier who was not supposed to awaken.

When Guardian Saturn speaks to Sailor Saturn her she refers to her by this name and in act 41, she appears in this form. Her castle is Titan Castle
