There have been some ideas that Queen Serenity did not have a star seed (Sailor Crystal in the manga) or could be Chibi Usa in a reborn state (making her her own grandmother in some bizzare way). I want to address this one a little with my own opinions. It will require speaking of both the anime and manga versions, so I will address each of them separately so that I do not mix my ideas when writing.

The anime version of Queen Serenity would have, in fact, had a star seed as did every living being. It is shown that all people have star seeds, but there are only some with the special shine of a Sailor Soldier (the ones Galaxia was after). It was also shown that Tsukino Usagi's star seed was the ginzuishou, or Silver Crystal. Some argue that it could not be her star seed since she didn't have it in the first season of the anime, but that is untrue. Remember that when the nijizuishou, or Rainbow Crystals were collected the Silver Crystal was not formed until they merged with Usagi's tear. In some way, at least part of the crystal was with her. There are times when she uses the crystal outside of her body, but when an enemy interfers with it (aka grabbing it or some other villainous manuver) she usually detransforms and looses power. In SailormoonR it was not until she accepted in her heart that she wanted to fight for her friends that she was once again able to use the power of the crystal and become Sailor Moon. Besides all that, when Galaxia went to steal her star seed it was the Silver Crystal that appeared and was being stolen.

Taking in all that, it is a fact that Queen Serenity previously owned the Silver Crystal. Hence, this would have been her star seed at the time. From this, I would have the idea that the princess did not hold a star seed until the Silver Crystal was passed down to her. It would also seem that Princess Serenity would replace Queen Serenity, and I believe this point is reenforced by the fact that Queen Serenity was not reborn, though the other sailor soldiers with the special star seeds were. Following along this pattern of thought I would come to believe that Usagi Small Lady Serenity would also some day replace her mother by taking on the Silver Crystal as her star seed. Hence, Neo Queen Serenity/Tsukino Usagi would not be reborn after this.

The manga version of Queen Serenity, she would have held a Sailor Crystal (which is a special star seed chosen to be a guardian soldier of a planet). This crystal was the ginzuishou, or Silver Crystal. From this, I come up with the same conclusion that the princess did not hold a Sailor Crystal until the Silver Crystal was passed down to her. It would also seem that Princess Serenity would replace Queen Serenity, and I believe this point is reenforced by the fact that Queen Serenity was not reborn, though the other sailor soldiers with the special star seeds were. If the other soldiers had children it is possible that their children would have replaced them in the same way, though this is only a theory and not fact.

We are shown the future and that Tsukino Usagi who is now Neo Queen Serenity has one daughter. Though there is a new element in the story this time. Her daughter is a half-breed, having blood from both a moon person and earthling. Neo Queen Serenity no longer became Sailor Moon in the future and had the Silver Crystal sitting in her room. The young princess stole the crystal so that she could be like her and have her power.

Act 23 - "Small Lady!" says the queen. "You've awakened! And your awakening brought me to life. Princess, you had a great power hidden within you, even greater than the Evil Black Crystal."

"After I became Neo-Queen Selenity, I almost completely lost my ability to fight as a soldier."

When Small Lady broke free of her Black Lady self, a glowing tear fell from her cheek and grew into a crystal and at this point she became Sailor Chibi Moon. She was said to inherited the power of Sailor Moon. Chibi Moon has this crystal with her and fights as Sailor Chibi Moon. In act 42 of the manga, Sailor Chibi Moon gains her own crystal, the Pink Moon Crystal.

Act 42 - "Your silver crystal has been reborn, Small Lady," says Diana. "All of the sailor soldiers have Sailor Crystals, with the power of their planets hidden inside themselves. That is your Pink Moon Crystal, Sailor Chibi-Moon."

This Sailor Crystal, now all her own, seems to ensure that she will be able to be reborn. In act 52 of the manga, it is stated by Mamoru that Sailor Moon will continue to be reborn.

Act 52 - "Even if someday we are gone and new sailor soldiers, new stars are born... Sailor Moon, you will forever be immortal. For all eternity, you will be the most beautiful, brilliant light."

Sailor Cosmos possibly reinforces this idea. It is not specified whether she was a reborn form of Sailor Moon or just an older version, continuing from Neo Queen Serenity. It is stated in act 23 that two of the same person cannot exist in the same time. If this were true, one would have to be led to believe that Cosmos is a reborn form of Sailor Moon and not an older self. However, Neo Queen Serenity did in fact meet with her past self for a brief time, even though she knew it might change the future. Either way, Sailor Soldiers are able to be born again and again as long as they have their Sailor Crystals. From all of this writing I would think that Usagi would be born again as would Chibi Moon.
